I recently worked with some folks from Microsoft Japan about N.K., and that Japan should get some Nukes, and they told me that Japan has a national law that they will not develop nuclear (or Nucular if your are pres. bush) weapons because of what happened to them in WWII. The do not want to cause the devastation and lasting effects they have experienced even to their worst enemies.
